Adding modules to Starbases

How to?

I must be the only one....I've checked the forum and can't locate any other posts about this.
when I click on the starbase info button, and see the status, the 'module' screen is grayed out, and there are no modules installed.
But I've researched 'starbase fortifications' and more....but still, I can't find any way to install the modules.

So how is it done....adding weapons etc....?

You send a constructor to the starbase - left-click the constructor to select it, then right-click on the starbase you want it to go to.

When the constructor gets to the base a window will pop up letting you select a module to install.
