Starting positions + ships

2 different suggestions

So I'm coming up with two different suggestions, let's see how you think about it:

#1 Fair starting positions
What about an option to create fair starting positions? If this option is enabled, each civ's starting position would have the same distance to another and the planets that are close to their starting positions would share equal qualities. So it'd be less of a gamble if you get a good start in the game or if you're knocked out early.

#2 Core ships / screens
Since paradox is the publisher of GCII, I think some people on these forums know about the ratio you must keep your core ships and your screens to make your fleet battle most efficiently in Hearts of Iron 2. Let me explain the system to you who don't know it: Battle ships, battle cruisers, carriers and heavy cruisers count as core ships, whereas Light Cruisers and Destroyers function as screens. If you want your fleet to operate at 100% efficiency, you've got to mix core ships and screens in a 1:1 ratio. If you put in more core ships than screens, you get a malus, but it doesn't matter if you put in more screens to compensate possible losses in battle.
But how can we incorporate this system into GCII, as other than HoI2 it has no fix core ship and screen classes, because new hulls are permanently researched? I think of it that way: The newest hull counts as a core ship, all earlier hulls count as screens. Tiny hulls count as screens from the beginning since there is no earlier hull.
The core ship/screen ratio should be dependent on the organisation points they need in a fleet. Now if I create a fleet around 2 medium sized frigates, my newest hull design, using a total of 8 core ship organisation points, I've got to screen it with 2 small ships and 1 tiny ship to reach a total of 8 screen organisation points as well. I could screen it with 4 small ships as well, resulting in 12 screen organisation points, to compensate calculated losses in battle.
But what if I'm on a rampage through the enemy's empire and I research a new hull, making my old core ships count as screens? Well, it doesn't matter, since only unescorted core ships give a malus to battle.
