DirectX/DirectDraw error

Once in a while when I try to load up a game, I get an error that says 'Unable to initialize DirectDraw.' I can restart my computer and it works, but I'm wondering what's causing the error.

When I go into DirectX Diagnostic and test DirectDraw, it does the first two steps fine, but at the third I get an error with these results: DirectDraw test results: Failure at step 17 (SetDisplayMode to 640x480x16): HRESULT = 0x80004001 (Not implemented)

Naturally, I have no idea what any of that actually means.

I have a ATI Mobility Radeon 9700, 128MB. Omega drivers 2.6.71. It happened a lot more with the Dell drivers. When I switched to Omega, it was very rare, but still is annoying.

That's bog-standard VGA mode that 'shouldn't' be a problem for any card to draw....though I happen to have a 'Fixed Frequency' 22" monitor that won't display the base VGA level....it's lowest display res is 800x600 ....makes post and boot a bit.....'blank'....
