Text won't Scroll

Hoping someone can help me with a small problem. In the in-game Colony Management Screen down in the very lower left corner there is the little window that shows the terrain of the tile you currently have selected. Just to the right of that window is a small field of scrollable text describing the terrain. The little up and down arrows to scroll the text will not work so that I can read the description of the terrain. The top arrow lights but the bottom one does not so I can't scroll down. This would ordinarily not be much of an issue but as I'm new to the game I don't yet understand all the icons that appear at the bottom left corner of the tiles and so being able to scroll this text is important in knowing what bldgs to place. I'm wondering if anyone else has seen this problem and if so, is there a fix for it? Thank you so much for any assistance!
