Saving ship designs... HEEELP!

I'm starting to lose my mind, here... My saved ship designs seem to be popping up during other save games whenever they seem to want...

Whenever i make a ship design template with no weaponry in the middle of a game, it still requires certain techs for some reason...
And when i try making a game solely to use the Ctrl-R cheat to reseaarch JUST hulls to avoid the tech issue (things like the +10 boost upon researching ion-drive seems to effect when the template is available)
But even THEN, when i save the designs they don't show up in another game... NOTHING!
And when i try to delete a ship design it just pops back up! I even opened the my-documents folder and opened the game and i SAW them pop back out as i PHYSICALLY deleted them from the ship folder!! WTF?!?!

I'M CONFUSED!!!

When you use CTRL+R to design ships, you'll have all the miniaturization techs, so they wouldn't show up until you researched enough miniaturization techs.

Some of the hulls require other techs like Xeno Industry before they show up as being available, which adds that tech requirement to the ship.

Save games save all of the ship designs that were available in that game and restore the shipcfg files when you load the save game.
