It's a DLL needed for Stardock Windblinds I think. Assuming you have the GC2 desktop theme installed?

A Stardock helper program that speeds SD things up and such. You can disable it in SDC's options by unchecking the two lines that mention MCP.

It's mainly used by DesktopX and ObjectDock.  You don't need it. You can turn it off via the Stardock Central settings.
