Will there be a map editor?

I was just thinking if there was going to be a map editor for us regular people without particular modding skills? I like using tightly clustered star systems in map but often they tend to pack on one side of the galaxy and rest is unused and empty. So.. If I could create my own maps I could "imitate" continents etc.

I can't speak for plans for this game, but they did release a map editor for GalCiv I as part of the payware expansion pack.
