Any chance someone at Stardock could answer this Diplomacy question?

Or anyone who knows the answer.

Basicly what I want to know is.. are there certain times, or situations, where a certain computer opponenent will just NOT ally with you?

I ask this because in one game.. I allied with the Torians and the Thalan fairly easily. Later on I wanted to expand my alliance to the Arceans. because I am still trying to figure out the system, I decided to save the game to see what combination of "gifts" worked the best to open an alliance.

I started off at neutral. About 7 techs, 5 unique trade goods, and 6 planets later... he STILL would not move above friendly and show the alliance button.

This lead me to beleive that it simply isnt possible to form an alliance with some races, sometimes.

Is this true?

DId you give it all at the same turn? I think there's a maximum of "appreciation" per turn, so try to give him some things, then next turn again something etc... I was neutral too and the Altarians where cool to me, and after ca 10 turns of massive giftage they allied themselves as the last race and ensured an allied victory for "acorn" the leader of canada.

Did you check out the "report" or whatnot on the Foreign Policy window? It shows you the factors that influence their current mood towards you.

If you have a lot of military power, it helps greatly. I had several weaker races paying me (the evil Yor) in the last game for my "benevolence".
