BUG:Demanding tech from a minor civ

When demanding/asking for a tech from a minor civ, I never get the tech even though the AI tells me they are giving it to me. This has happened in several games now. I'm not sure if this happens with major civs.

Are you saying when you've traded from them, or when you've asked for it and offered nothing in return? I do the former all the time and get the tech, I've never tried the latter.

When you ask for a tech and offer nothing for it. That' s where I'm having the problem.
