Diplomacy/tech exchange

I admit it, Im a TOTAL n00b at this game, but why do I offer tech exchanges with other races, they accept, but nothing happens??? When they offer me tech exchanges, and I accept, the tech actually changes hands. HELP!

BTW...I must say I am loving the game!

Are you remembering to press the SEND button to finalize the transaction? (Then you see the transferred techs dissappear from each column in the SPEAK screen and you know they've been transferred.)

Or are you just exiting the SPEAK screen by pressing the DONE button, and then just looking at your RESEARCH screen? (Because that way the transaction is never "approved.")
