Something weird with Terran Alliance Setup

I was expirimenting with setup for the terran alliance. I noticed that there are certain preset qualities for every civ. However for the TA, there were still 4 points available (mind you this is the first time i started the game). I canged one option and it was added, but THREE options disappeared from the default list! (and i still had 2 points left). When i hit clear it all went back to normal. This only happened for the TA. Then, after seting up a game and going to the Galactic map, and quitting the game, when i restarted the game, i chose the TA again, and all the custom settings i made the last time are now the defaults! and when i press clear it DOES NOT go back to the origional settings... in fact if i change something, hitting clear resets the TA default settings to the settings i made for that first game, NOT the defaults! what gives??

What are the default abilities for the TA?
