I spent a while living there and never noticed it, and I'd habitually do ping google.com -t's for a few hours just to see how hard I could push it while torrenting before we'd get sketchy with the rest of our stuff. @ShunKeets I don't have access to my buddy's computer right now, but he's been having this same exact sort of problem since day one. He's got 3Mbps Verizon DSL, ends up really only performing at about 180 kb/s down, 40-50 kb/s up. His modem IS an annoying modem/router, a Westell 6100 I believe. He has Verizon DSL and I tested everything down to reinstalling windows, removing all routing, and plugging directly into the modem. 7hyrael, It might be that my setup is some exception or fluke, but, I'm currently using Windows 7 x64 build 7022 and after forwarding ports properly according to Monk's guide everything works about as well as can be. Takes a long time to find a game occasionally, but I can find them regularly and custom games work well. So, I don't think Windows 7 is a likely source of the problem.
