With this post (and with your others), it helps the devs enourmously if you post the debug file (created every time you close the game or it crashes - i think it is overwritten each time so you may not have it for this one anymore). Don't copy and paste to the forums as it is too long, put it on pastebin.com and link to it.

Possibly this could be united in a sort of 'regional population'. So if you have lots of cities in a region with not much population, cities would be slow to grow.
