I think those are the real Vista icons (perhaps displayed using IconX).

There is also a package made for Icon Packager, though it may be on deviantART, instead of here....I can't remember...

If you want to use those ones, you will need to extract them to the same location you downloaded to, and then save the extracted folder containing the icons to a location you want (My Documents would be fine) - and then apply them manually using an icons properties where it exists.
If you have IconPackager, a better alternative would be to go here http://www.crystalxp.net/galerie/en.1.scat.4.htm, and download the ".zip" file > extract the contents > double-click the IconPackager theme icon (this will install the icons into IconPackager's sub-directory, and invoke IconPackager with the icons loaded) > click "Apply" to apply the icons.
