A couple of espionage questions

1) If you go to the Foreign Policy window and then to the Minor Races, you'll see a statement something like this:

If we plan to properly wage war against them, it'd be wise to allocate money towards espionage.

As far as I can tell there's no way to spy on Minors. Is this a bug or a feature that's not yet in the game?

2) After you achieve advanced levels of espionage on a major, the Reports tab of the Foreign Policy screen says something like "No further espionage spending is needed ... we know everything there is to know about the XXX empire". If you cut off espionage spending at that point, do you still have the ability to steal techs?

Espionage needs looking at, it is very easy to get full info on every civ with lowest payments early, that stay the whole game even when you put it down to zero moneys.Seems way to easy and cheap to get results in this area.Kind of makes the espionage skill seem pointless.

The A.I doesn't use espionage at all.

True...devs should look after that. They should increase the cost for espionage and they should also allow AI to spy on us.

Is there any effects on relations when you use espionage? There should be some risk to it. Like getting caught.

well in the previous game if you didnt research it you would insult the (ruler label) of XXX empire accidentally and they'd declare war on you. then itd say this could be avoided with a little espionage. idk whats going on with all that now

I think this is a bug. It should only show up for major civs.
