Another quick question, bounce effect

So, on the old version, when the icons bounced, they were visible as they bounced above being hidden, and on top of everything else. I have everything set as it should, but they won't bounce above being hidden, so I cannot see when alerts are happening. any help?

not too sure what's the issue, but i have OD on top of everything, and my icons bounce over everything else, so i can always see what's goin on...
