I haven't used this myself, but I have seen this recommended as a free alternative by several people.

I've played with the beta off and on.
You'll also see people complain it's not even close to PhotoShop...but come $100s vs free? I like it. Gots lots more stuff than just paint.

Yay! I use PDN for all of my screenshots because Paint can't output compressed formats.

I used the beta, so it's good to finally be back to a stable version.

They have released Paint.NET 2.6 Alpha 1.
