Are you trying to load a toolbar you have downloaded through WindowBlinds?
If this is the case, please make sure you select the "Always use the toolbar icon set selected below" option under "Toolbars" in the WindowBlinds Configuration window and of course, make sure the set you'd like to use is selected (with the brackets around it).
When you've applied the Toolbar skin, do the icons show then?

Try downloading by "right-clicking download link > select "Save Target as" > select "All Files" in the "Save as Type" drop-down list in the Save dialog > save to say My Documents (this should give you a ".wba" file after download) > double-click the file after downloading ( you will probably receive a "There appears to be no "vis1" file....." - just click "OK").
Load WindowBlinds and follow milksama's direction for selecting "Always use the toolbar icon set..."
I just tested this, and it worked fine on XP Pro running WB5 beta.
Thanks Corky_O, it looks like your suggestion is a viable workaround.
I'm reporting this issue to the development team to see if I can find out what might prevent the download button from properly applying the skin.
