How do I get a shortcut to open a new window instead of in an existing IE Window?

This is an Internet Explorer problem (and a terrible default setting, if you ask me, but we don't need to get into default windows settings).
-Open Tools->Internet Options
-Go to the "Advanced" tab
-Under the "Browsing" section, uncheck "Reuse windows for launching shortcuts"
-Click OK and you're set
