problems activating window blinds 5 beta

i updated to 4.90f[b] but i just get the classic theme for my desktop. went to wb troubleshhoting and it states that wb has not been activated correctly and that I should activate from SDC. so i opened SDC, right clicked on wb and clicked "activate application", then i got error 0, cannot activate. any help on how i can activate this?
