It looks like something is either corrupted in your graphics settings, your explorer shell, or in WindowBlinds install.
If you are running Windows XP, you might try doing the following:
1 - Unload WindowBlinds
2 - Go to Display Properties > Themes tab > select Windows XP from the theme list > click "Apply"
3 - Right-click My Computer > Properties > Advanced tab > Performance "Settings" button > Visual Effects tab > select "Let Windows choose what's best for my computer, and also make sure that all options are selected in the list > click "Apply"
4 - Save all your skins to a temporary folder
5 - Unistall WindowBlinds, and then reboot the computer
6 - Delete any "WindowBlinds" folder left in "C:\Program Files\Stardock\Object Desktop" folder
7 - Reinstall WindowBlinds
8 - Test WindowBlinds with one of the prepackaged skins
9 - If all is well, replace the saved skins into the WindowBlinds sub-directory
