Icon developer not working

I am trying to recolor an icon package and icon developer will not load the package. I'm stillnew at this but i have recolored several packages before and now it refuses to work. Am I doing something wrong? It keeps going back and forth between target theme and open file

i got an icon to load from overbyte but i've never done this before so i don't know what i'm doing
