I think you have to wait for Beta 4 now. Preorders ceased to get access to Beta 3 1 september or something (i think).

You can purchase a TotalGaming.net package of 10 tokens ($69.95usd), purchase GC2 (for 5 tokens), and then download via Stardock Central. I did this a couple of days ago, I dont believe they've cut off access to it at this time.

The beta is still open. But it's beta 3A right now.
