Perfect Install - No IPREPAIR - Then Why Some Icons?

Some Icons Don't Change After a Good, IPREPAIR.DLL-free install!

I installed a clean install of the latest IconPackager, with NO iprepair.dll - but some icons (.pdf, .zip) don't change!

Didn't go so far as a clean install, but have never had those work either.
