Since I have absolutly none of the skills need to create my own Windows Blinds theme, I am requesting someone who dose have the skills nescesary, to make a Windows Blinds theme apporopriate to the Dot Hack series.  A Windowblinds skin requires a lot of concerted effort and time.

If someone were to be inclined to make one for a specific request or subject then at best it would be quite a while before it was completed....think weeks, not hours....
