Spending Distribution sliders need tweaking to sensitivity

It is difficult to make small adjustments to the Spending Distribution sliders. I don't know if this is tied to game resolution (I run at 1024x768), but I find that it is very hard to make fine adjustments by either dragging the slider OR clicking the arrows at the ends.
