Queued "Upgrade Starport" gets corrupted after game load

Here's the scenario:
1) Have one or more planets with Basic Starport already built (able to build ships there)
2) Get the technology that allows the Upgraded Starport
3) Click on the existing Basic Starport on a planet
4) Queue the upgrade to Upgraded Starport (NOTE: My build order was behind another build order in the queue, not sure if this is required to reproduce the bug)
5) Save the game
6) Load the game
7) After the game load, the queued build order now says "Basic Starport", not "Upgraded Starport", and is associated with the existing Basic Starport. When this build item reaches the top of the queue, it will sit at 0 weeks to complete, but will never actually be built. This ties up the build queue forever.
8) If you delete the bugged build order from the build queue, it will (a) delete your existing Basic Starport, and (b) PREVENT YOU FROM EVER BUILDING A STARPORT ON THAT PLANET AGAIN!
