Titlebar Problem

On Win2k I find that uis1 skins aren't drawing properly. A window without focus gets the titlebar moved upwards by one pixel as compared to the window with focus (pic below), particularly if you roll the mouse cursor over it. You can actually see it jump up by one pixel.
Both titlebars should appear identical.
The skin is converted from uis2 with the tool in SStudio.
Any help would be warmly appreciated as uis2 skins are causing MS Word to crash if you try to change toolbar properties.
