Changing Properties

I can't seem to change the properties of desktops i've downloaded. Anyone know why? It's really frustrating. Sorry for asking this question if it's already on the board somewhere

I'm having a similar problem wtih the widgets. I can only access the properties when I load the widgets from the "widget manager". If I just import them from right-clicking the tray, they won't display the properties.
