You can use Skin Studio to start with -> https://www.stardock.com/products/skinstudio/

To make the graphics, you can use any graphics program you have. Photoshop, Paintshop, Fireworks, etc. Heck, even windows paint if you're good at it. That's all up to you. But to help you put skins together, try the program above. But if you want to create a skin that skin studio doesn't help with. Let me know and I'll try to point you in the right direction.
