Purchasing influence???

If you purchase influence, does your purchased influence apply in sectors that have planets of the AI civ you purchased them from, or does it affect your overall influence? How does it work exactly?

I'm not sure about this so don't take it as a fact but I believe the Influence you purchase or sell only effects the United Planets.

I'm pretty sure its UP voting power, not sector influence.
