Starbase bonuses

A couple of questions.
1. Do ships in orbit around a system get the a/d bonuses that a starbase in that sector provides?

2. Are bonuses cumulative? If I have two starbases in a sector that have the same module upgrade (e.g. micro fighters: attack +2) do my ships in that sector now have a +4 attack?

I've had ships with attack ratings well past 200 from the bonuses of multiple starbases. I don't remember the defense rating but it was through the roof, also. I don't see how it is possible to attack a heavily-held sector other than by bringing in a flock of terror stars with your own combat bonuses.
The AI doesn't seem to understand this, though.

Tactically, military enhancement starbases are very vulnerable unless surrounded completely by military. Such an arrangement costs an arm and a leg in maintenance.
The best way to punch through that is to economically starve to death, by ignoring the sector until the end.
It's seige warfare in space!

If the starbases are not surrounded by military, you can bring in 30 constructors, build 10 speed upgrade star bases and send in a capital ship to destroy every single starbase.
