Can not change icons

When I download a new icon packet, I can not install it. I'll unzip it, then click on the icon to load, it leaves a blank in the IconPackager. The name of the package is in there, but no icons. I never had this problem before. I even installed the IconPackager 2.5 agian to see if that will help. Nothing.

Sorry, I don't understand. I'm using XP OS. I'd opend the IP with notepad and it was all numbers and symbols. The size of the IP is 3.90MB
