The animation cannot be turned off in a part of a skin that is a basic part. The skin has been designed that way and that would be the only image"s" for that area of the skin.

Some authors do create a sub-skin without animation so you may want to check for that in the skin"s" that you like.
If you do not know what that is or how to check for it here is how you can do it. When you a skin in the WB configuration, right under where it says "Apply this skin now" there will be a menu if there are any sub-skins.

The only thing I can suggest is to use a graphics editor like PS7 or something similar, find the image in the skin that has the animation. It'll probably have 8-12 image states side by side, crop the image down to just one state and save it back to your skin folder. Then you have to open skinstudio find the image and change the states from whatever the setting is to 1.

I'm no expert but learning little things will get you on your way to making your own skins. And if I'm wrong the good dark lord knows I will be corrected.

Yes, that could also be done but most people unfamiliar with a paint program or and SkinStudio would not know how to do that. Also if this is done you would have to remove the animation settings in SkinStudio.
