Custom Ship Designs Not Available In Shipyard

Custom ship designs are not available in the shipyard anymore. Even if I access the ship designer from the shipyard and design a ship using only currently available technology, after I save the design and go back to the shipyard, the ship is not available.

This bug started about 6 months ago, I just now got to reporting it. Before the bug I use to design new ships every time I got a new ship component and my livestreams never used stock ships. That might be why they took it away from me. I want it back because you learn the details of how combat works better designing ships.
