Taskbar enhancement is disabled, but it keeps loading anyway

I've had a persistent issue that Chrome apps pinned to the taskbar don't show the assigned icon, so I decided to go back to the Windows 11 taskbar which displays them correctly. Although Taskbar enhancement is disabled, it still loads whenever I restart, hibernate, lock, and some other random conditions. This requires restarting Windows Explorer to get the Win 11 taskbar back. The condition occurs on multiple computers with both Windows 11 Pro 24H2 and 25H2.

That should not be the case and I have never heard of anything similar.

In what way does it appear the enhanced taskbar enabled?

Thanks for the reply. 

It seems I misunderstood the settings. I thought disabling the "Let Start11 enhance the taskbar" would disable all taskbar customization affecting the look and size of the taskbar. I now see that blur, rounding, texture, and start button look and position can still be enabled with the enhance disabled. 

Interestingly, Chrome app icons are broken only when enhance is enabled - independent of the other taskbar customization. Curious. 

So the bug is actually the opposite of what I thought. When I restart explorer, the blur, rounding, texture, and start button look are removed. When I hibernate, lock, etc., those customizations are re-applied. I have disabled all customization so it remains consistent.
