Taskbar does not come to front when icon flashes for notification

I have had to uninstall Start 11v2 because I'm missing too many notifications at work - Outlook calendar reminders, Teams chat notifications... anything. I often have a window running maximized, usually Edge, and the Windows taskbar refuses to move in front of it when a notification causes a taskbar icon to flash. This problem happens whether I have Start 11 set to enhance the Taskbar or not.

I've tried the steps of Uninstalling Start 11v2, immediately rebooting, reinstalling, immediately rebooting, but that makes no difference.

The only thing that has worked has been to uninstall Start 11v2. As soon as I do this - I don't even have to reboot - my notifications start appearing properly, meaning that the taskbar comes above other apps again when an icon flashes.

The taskbar should be on top of everything already without auto hide enabled.

If it is not then something else is going on.  Do you have anything else on your computer that might impact explorer?

I don't think so. I have MS Powertoys, but there's nothing related to the taskbar in there.
