start11: drag & drop between explorer windows with 2-row taskbar is very annoying

I have the taskbar sized to two rows of apps. Say I have a bunch of apps open, with two explorer windows open and they are on the second (lower) row. I click one of those, the explorer window pops up, i want to drag & drop to the other but it's not visible on screen (eg blocked by other app windows), so I drag the file to the taskbar icon for that other explorer window (still holding the left mouse button), that pops that window to the front.

Now, still holding the mouse button I continue to drag toward the now popped up explorer window, but in the process the mouse passes over some other open app that's on the first (top) row of taskbar apps. That app immediately pops to the front & now I can't drop the file in the 2nd explorer window because it's now behind that app. (Bad) workaround is to drag all the way to one edge of the screen and then up so the mouse doesn't pass over the first row of taskbar items.

Is there some way to fix this (maybe some registry key with a delay time for popping up an app or something)? Else, can this be fixed in start11? This is win11 enterprise on a lenovo thinkpad T14.

  1. Windows 11 full version and OS Build number. Please use Winver.exe
  2. Start11 full version number.
  3. Post a video of this issue so we can understand the issue better.
