For some unknown reason, one of my 3 windows Title Bar (Programs) is now placed underneath, i.e., on the bottom of the Program's Group Window, instead of being placed on the top.

Can someone help me changing it again to the top?

Hello,
Sorry to hear you are having issues. I believe you will need to change this setting, un-tick it (refer screenshot below) and than move that Fences away from the screen top edge and when it change back to top align titlebar, move back the fence up to the top edge.
