Sorry to hear you are having issues. Just to clarify, did you purchase Start11 some time ago or did you purchase Start11 v2? There is a difference between these two products.
If it was Start11, I believe there is currently no beta for Start11. But, if you purchased Start11 v2, than the beta should appear under your account download page.
If you indeed purchased Start11 v2 and it does not appear in your account download page, please raise support ticket using the link below, use the product not receive option. Include all information details. Remember to record down the ticket number for future reference if needed. Do not raise multiple tickets, that will make your ticket go to the end of the line. Send once and wait. Tickets will be answered by the order they are sent in.
