after installing windows blind this black box keeps popping up on my desktop each time I restart my desktop please help

- Windows full version and OS Build number. Please use Winver.exe to get these numbers.
- Windowblinds full version numbers.
- It the black box open up and stay or it open up and than it close itself after few moments?
- Is the issue happen on any theme/skin applied?
