The tooltip on the Start11 Start menu is not translated.

The tooltip on the Start11 Start menu is not translated.
It looks like you need to add the tooltip items to the LNG file so they can be translated.

The above items are not included in the ko.lng or en.lng files, so I can't even translate them.
I'm using them by adding them manually to the ko.lng file.

To the end of the ko.lng file, log off \ on Windows, does it indeed show... or no, nothing shows still?

1) Before adding items to the ko.lng file

2) Add items to the ko.lng file and reboot

 

This is not just a matter of adding the above items to the ko.lng file and translating it.

First, the above entries need to be added to the en.lng file,
and then all non-English .lng files need to be added and translated.

Please add the items that are not translated to the en.lng files first.

Both can be true and independent, clock.

Your test proves that nothing needed to be done to the app.  

That said and done, yes, I will work on seeing about updating the appropriate lang files.
