In the {cropped Titlebar, Ribbon toolbar, Navigation/Address bar} Screenshot below, I have highlighted – [yellow box] – the (Default) Quick Access Toolbar section of the Titlebar, of an unskinned Windows Explorer window (a.k.a. File Explorer).

In the {cropped Titlebar, Ribbon toolbar, Navigation/Address bar} Screenshot below, I have highlighted – [yellow box] – the same section of the Titlebar as the above Screenshot (notice the Quick Access Toolbar is absent below, because of the skin), in addition to having highlighted – [red box] – the Minimize/Maximize-Restore/Close section of the Titlebar of a skinned Windows Explorer window.

As I stated in my initial query: "I want to be able to retain the Quick Access Toolbar in the Titlebar of Windows Explorer. . . . . .yet, still have WindowBlinds 11 skin the Windows Taskbar."
In other words, I want to be able to keep the (Default) Quick Access Toolbar – shown in the [yellow box] in the top Screenshot – of the Titlebar, yet still skin the rest of the Windows Explorer window, and skin the Windows Taskbar (the area at the bottom (by Default) of the Desktop, which includes: Start Button, Search Box, Quick Launch, Notification Area (a.k.a. System Tray), et cetera).
I hope I have explained myself clearly enough this time.
