The email is in USD and so there are exchange rates, conversion fees and VAT to add to the cost.
Garbage. The email is a lie. Offering an upgrade for $4 in the email, and charging $6 at checkout.
Are you using USD?
The emails do not include any local sales taxes and are always in USD as that is the currency where Stardock are based.
Sorry to labour the point, but $4 = £3.30 + 20% VAT = £4, not £5.
If I'd simply seen the upgrade, I would have been interested. But the email bait and switch put me off, and I'm sure that I'm not alone.
Stardock might want to add a little asterisk next to the price in future and disclose the fact you might get a surprise when you don't pay in USD.

Thanks for bringing this up, I looked at how our merchant operates with Fx - we use FastSpring and they handle all of our conversion rates, taxes, and fees. I also checked our pricing to make sure no qualifiers were attached that would change the rate for a specific currency and nothing is out of order on our end.
Our merchant does add various fees to conversions to cover currency fluctuations and costs associated with working in a currency outside of our primary which is USD. We cannot control these fees and have no input on the exchange rates that are applied to our product.
And appreciate the feedback about the currency, and adding it to our documentation.

The answer is actually pretty simple to get round this nonsense as I recently did; use a free VPN service and make sure you place the order using a US ip… sorted.
