The issue is you have extremely outdated root certificates.
Please ensure your computer is connected to the internet and has every single available update installed.
This is most common on new installs of OSes which do not know of the root certs for newer signing authorities until an update of them has taken place (which doesn't always happen).
The installer does not create a desktop shortcut.
This is the correct answer - it is happening because your root certificates are out of date. While a Windows update has been the method to update them, you can update them manually.

If the PC cannot be updated for some reason, there is nothing we can do about it on the other end I am afraid. If at all possible, it would be prudent to consider updating the version of Windows.
