roll up fence only works on top of screen
lower roll down fences not auto hiding

How can I get my roll down fences to work again. I am not sure why they stopped working, but I can get them to roll up, just not to roll down behind my taskbar at the bottom. I only have so much room at the top so it would help if they could go back to the original position on the bottom.
