Microsoft have an absolutely terrible way of detecting if something is installed.

Basically anything on another boot partition if you dual boot or a backup of old installs will be detected.

If you search for start10config.exe on all drives you will probably find the offending files confusing it.

I'd hazard a guess and say there are probably residual files and registry entries. Perhaps using the purge .bat file will solve the problem. The Community Support Assistant will probably help.
