Fences Failes to Enable

Explorer was not closed properly

After reboot, or when trying to Enable Fences the following error occurs:

Fences has detected that Explorer has not closed properly.
As a precaution, Fencees has been temporarily disabled.

To re-enable Fences, open Fences' Settings and choose
"Enable Fences".

I have run DISM and sfc with no errors.

Anyone have any ideas of what to try to trouble shoot this error.
