Power button always shuts down

I configured the power button to restart, but it still shuts down.

I can't figure out, where is that "What should the power button do" setting. Is it on Start11 setting or its on Windows 11 setting?

It's in Start11 configuration.

It was the latest version as of a few days ago (not sure the number, I uninstalled and went back to Open Shell).

I finally found it. And I tested it on my Windows 11 system. That setting seem working for me. Need to be on Start11 Win 7 or Modern style for it to work. If you wish to continue to work out what is the issue on your system. Please let us know.
