Alway open menu

Just a suggestion: My wife has been successfully using Windows 10 in tablet mode on a Surface Pro 3 for a few years. The device is getting old and needs to be replaced. Obviously, she would need to switch to Windows 11 where there really is no usable tablet mode. Can Start 11 be set up to be always present or automatically open when an app is closed or put in the background similar to windows 10 tablet mode? She never needs or wants to see the desktop, only the Windows 10 menu with the few icons that she uses. Thanks.
